About Khasdar Report Card (KRC)

We are very pleased to present the performance assessment of the work done by nearly 550 MPs (Member of Parliament) of 17th Lok Sabha from 2019-2020. Parivartan has been consistently publishing the Nagarsevak (Municipal Corporator) Report Card since 2012 at Pune Municipal Corporation level. The next step to this awareness creation initiative is to do it on a national level- the 'Khasdar Report Card', which we began publishing since last year.

As responsible citizens, we should be aware of the work that our elected representatives do. Their work needs to be assessed and evaluated in an objective manner, which in turn raises the awareness of the voter. An aware and conscious voter i.e. an ‘Informed Electorate’ is one of the most essential parts of a healthy democracy.

In today's world of misinformation and fake news, we are sure that this report based on authentic information and official data will be helpful.

Criteria for KRC

The criteria for the report-card has been derived from the scope of an MP's work. Lok Sabha (House of the People) is one of the 3 organs of the Parliament and the house of directly elected representatives of citizens. Parliament being the supreme legislative institution in our country, members of the Lok Sabha (MPs) play a vital role in representing the views and aspirations of the people.


Two main functions of a Khasdar are Law making and making the Government accountable, in short, to check whether the government is performing its duties. To perform these functions, the MPs of the Lok Sabha have been equipped with a certain set of tools. The ways in which MPs use their tools/resources to execute these 2 functions, require public-assessment.

Hence these tools become the major criteria of their performance assessment:

  • - Attendance in Lok Sabha sessions
  • - Questions raised to the government, thereby seeking information and holding them accountable
  • - Participation in discussions/debates related to laws and public policies
  • - Independent bills tabled in the Lok Sabha

Along with these major criteria, Parivartan has also worked on one more criterion which is- The utilisation of MPLADS (MP Local Area Development Schemes)

Every MP is allotted a fund of Rs. 5 Cr every year for the implementation of developmental work in his/ her constituency. We have compiled data on how much of the fund allotted to them has been utilised during their tenure as MPs. We have also provided the details of utilization of MPLADS fund including the break-up of sectors where expenditure has been made.


Information sources:

Most of the information published in KRC website is extracted from the official website of Lok Sabha. Information about MPLADS is taken from the government's official website. To publish only official and authentic information in KRC, we have strictly relied on these sources. We have tried our best to update the latest possible information. KRC includes the updated information from Loksabha website until 31st May, 2020 and from MPLADS website until 20th April, 2020.

Important instructions:

  • If the information for any MP or his/her MPLADS details is not available, then it should be understood that this information is absent in the respective official websites of Lok Sabha and MPLADS.
  • In some constituencies, MPs changed before the completion of a 5-year term. Re-elections have taken place. In such cases, we have included information for both the MPs.
  • We are aware that this report card can be more detailed and foolproof, addressing the issues in the current version. Some more criteria can be added to the existing ones. -Parivartan shall definitely try it's best to create a more exhaustive report card in the future.
  • We have tried our best to check and scrutinize the information without any errors. But if you come across any incorrect information, please let us know. We will rectify the information if it is found to be incorrect. We urge you to kindly help us correct the manual errors by Parivartan.
  • The sole purpose of this report card is to evaluate the performance of the MPs and definitely not to defame anyone.

Over the last one and a half months, Parivartan volunteers are working hard to contribute to this cause, balancing their own education/business/job as well the troubles caused due to the Corona pandemic. All the members of Parivartan are volunteers and are working selflessly without expecting any remuneration in return. Parivartan appreciates their efforts and dedication.

We are sure, this effort of creating a report card and thus putting forward the performance of the MPs between 2019- 2020 will be appreciated. This project shall definitely provide a guideline for similar work in other villages, cities and states.
